GRAMASABHA/WARDSABHA
A Gram Sabha consists of all persons whose names are included in the electoral roll in respect of a village included within the territorial area of a Grama Panchayat.
The members of the Gram Sabha in the electoral roll of a ward of a village are the members of the Ward Sabha. Similarly, the persons in the electoral roll of a ward of a municipality are also members of the Ward Sabha.
Convenor of the Gram Sabha / Ward Sabha
The Ward Member is the Convenor of the Gram Sabha and the Ward Councillor is the Convenor of the Ward Sabha. However, if a Convenor is unable to discharge their duties, the concerned authorities may appoint another person as Convenor
Chairperson
The President of the Grama Panchayat shall preside over the Gram Sabha meeting and the Municipal Chairperson shall preside over the Ward Sabha meeting. In Grama Panchayats, in the absence of the President, the Vice-President or, in the absence of both, the Convenor shall preside. Similarly, in municipalities, in the absence of the Chairperson, the Deputy Chairperson or the Standing Committee Chairperson nominated by the Chairperson or, in their absence, the Convenor shall preside.
Convening the meeting
The responsibility for convening meetings rests with the Ward Member who is also the Convenor.
Quorum
The quorum of the Gram Sabha/Ward Sabha is 10 percent of the total voters. However, when a meeting is adjourned for want of quorum and reconvened, the quorum for such a meeting shall be 50.
Right of voters to demand a special meeting
If not less than 10 percent of the voters in a ward make a written request, the Convenor shall convene a special meeting of the Gram Sabha/Ward Sabha within 15 days.
Co-ordinator
An officer decided by the Grama Panchayat/Municipality shall function as the Co-ordinator of the Gram Sabha/Ward Sabha. The Co-ordinator shall assist the Convenor in all activities related to the Gram Sabha/Ward Sabha.
Questions, suggestions
Members shall have the right to submit in writing, either before the meeting or during the meeting, questions and suggestions to be considered in the Gram Sabha/Ward Sabha.
Resolutions
A resolution on any issue within the jurisdiction of the Gram Sabha/Ward Sabha may be passed at the respective meeting on the basis of a majority.
Powers, duties of the Gram Sabha / Ward Sabha
A.Related to plan formulation, implementation
1.Assist in collecting the details required for formulating development plans.
2. Prepare proposals for projects and development programmes to be implemented in the Grama Panchayat / Municipality area and determine priorities. (Draft project proposals shall be printed and distributed in the Gram Sabha / Ward Sabha and the Gram Sabha / Ward Sabha shall examine them and determine the order of priority.)
3.Provide assistance, make facilities available, provide voluntary service, provide financial or material assistance, and mobilize resources for the effective implementation of development plans.
B. Related to public utility projects
Suggest where street lights, public water supply taps, public wells, public sanitation facilities, irrigation facilities, and other public utility projects should be established.
C. Related to public works
1.Know the estimates of works implemented or proposed to be implemented in the area of the Gram Sabha/Ward Gram Sabha, details of the cost of materials, etc. (The details shall be distributed in the Gram Sabha/Ward Sabha.)
2.Monitor and assist beneficiary committees undertaking development programmes.
3.Collect information on detailed estimates relating to works proposed to be implemented in the area.
